Consultant: Child Protection Assessment in Madagascar

Terre des Hommes is looking for a Consultant to complete a comprehensive child protection risk assessment, as well as capacity and collaboration and partnership assessment in Madagascar.

Objective of the assessment

The assessment is to be conducted in October-December 2024 in Madagascar (Tolagnaro and Betroka). TdH NL aspires to become a recognized leader in child-focused humanitarian action. By demonstrating a deep understanding of local needs and a commitment to long-term solutions, we aim to deepen our understanding of the child protection risks and protective factors as well as enhance collaboration with others and solidify our position as a trusted and impactful organisation.

Outputs and Deliverables

The consultant is expected to deliver the following:

  1. One report focused on including all the following inputs:
    1. Past and recurring crises/ humanitarian context analysis with focus on Child Protection in Emergencies (CPIE). 
    2. Identification of the gaps in the humanitarian scene, both when it comes to needs that are not being sufficiently covered by actors on the ground, as well as areas that are underfunded by donors. With the gaps identified, the report should give an idea of where TdH should put efforts in or add valuee.
    3. Identification of humanitarian activities that will not only cover immediate needs, but that will also serve as a foundation for achieving our long-term development goals, particularly in tackling child exploitation. Thus, linking humanitarian action with development.
    4. An analysis of our relationships with humanitarian actors and donors in the field of child protection, conducted at field level and facilitated by the Country Office, and the steps to undertake to strengthen those connections.
  2. One in-person/online meeting to discuss the final findings and recommendations, this will create a platform for the outcomes and outputs to be presented by the consultant followed by Q&A session.

Locations and Data collection methods

The locations where the assessment is to take place are: in District Tolagnaro and in Betroka.

A combination of methods can be employed including:

    • Key Informant Interview (KII): Interviews with government and relevant ministry officials, humanitarian agencies and actors, community leads and experts. 
    • Focus Group Discussion (FGDs): Affected community members (from different groups, IDPs, Host and if applicable refugee communities), as well as youth and children. 
    • Surveys: when applicable, sample any surveys and studies conducted previously to obtain valuable information, such as MIRA assessment by the UN agencies, or/and any data collected previously from the beginning of the response, compare and share any trends that are applicable to this assessment. 
    • Data analysis: All collected data will be systematically analysed to identify key themes, gaps, and opportunities.
  • Progress meetings and updates: 
    • Regular Communication: Bi-weekly progress meetings will be held with the designated TdH NL point of contact to discuss project advancement, address any challenges, and ensure alignment with project goals.
    • Additional Meetings: Additional meetings will be called as needed if significant obstacles or delays arise that could impact project timelines.

Report writing through a collaborative Review Process: Data analysis and report writing will be conducted with a focus on meeting the established outputs and deliverables outlined in the Terms of Reference (ToR). Presentation of the findings will be done, in addition to a draft report that will be submitted to TdH NL for review and feedback. This feedback will be incorporated into a revised draft, ensuring the final report meets all expectations.

Profile

Desired consultants should have:

  • Extensive experience in conducting participatory action research and qualitative research methodologies, including focus group discussions and (small group) interviews;
  • Expertise in child protection;
  • Good knowledge of the humanitarian situation in the south of Madagascar.
  • Preference for candidates from Madagascar to ensure cultural and contextual understanding.
  • Ability to communicate in English and translate reports into English. 
  • A cleared police background check.
